Image creation, editing, and optimizing

Using the latest image editing software we can create many kinds of images and effects and still ensure the highest quality with the smallest file size possible.
I don't know how many times I have come across a site that looks just great. The layout, and design, everything looks beautiful but takes forever to load. Further investigation reveals the images and layout were not optimized. Maybe an over site of the web master or maybe he was completely unaware?
With a large percent of user with slow internet it makes good sense when we design a site we take every step to ensure that it is not only beautiful but loads fast.
